Remove Passcodes on Comapany iPhones

What is the best solution to unlock iPhones that employees return back to the company that still have passcodes? Unfortunately, I am unable to get in contact with employees after their departure, and I have a stack of phones that can be re-issued. Are there any legit solutions out there?
