So I’m trying to add an email account to my iPhone 11 running the latest IOS but every tutorial is telling me to go to ‘Accounts and Passwords’ in Settings but it’s not there!
why not ?
Why does Apple have to play around with stuff they isn’t broken ?

Based on your original post I thought that you were looking for Settings > Accounts and Passwords rather than Settings > Mail > Accounts.
That post didn't mention that Mail is missing from Settings.
One reason that it can be missing from Settings is if the Mail app is no longer on the phone. If the Mail app is missing from the Home Screen, go to the App Store and download it again and it should reappear in Settings.
