iPhone screen locked with “Home” message

I cannot open my phone as there is a ‘home’ message asking me to ‘allow’or ‘don’t allow’ critical alerts

the message won’t let me allow or not allow and is frozen on the screen.

when I try to power off my phone the screen is not detecting touch so therefore I can’t swipe to power off

please advise -
