Alternative keyboard layout not working on iPad UC

I have seen this topic before in March 2022 from Google, but it's not solved for me and I didn't find a solution.

I'm using M1 MacBook Air and iPad Pro 11" (2018, 64GB) with Universal Control.

My main keyboard layout on iPad and MacBook is 'Estonian' as we have keys like öäüõ, instead of ;'[].

But with UC on iPad I still can't use the right Estonian QWERTY layout. I have set the 'hardware keyboard' to be not automatic and set to Estonian, as some solutions have offered, but it's not working.

Even when set to other layouts, it's still working as a standard English QWERTY.

I have tried restarting both devices & both are up to date (Ventura 13.1 [22C65] & iPadOS 16.2 [20C65]).
