What steps did you perform when you lost that iPhone?
If you marked your device as lost, see this support page:--> Mark a device as lost in Find My on iPhone
If you contacted your cellular carrier about that, re-contact them and check if they blacklisted its IMEI, and ask them for a new spare SIM card and for a new traffic plan.
If you reported it to the local police, notify them that you've found the lost device.
