You can try Repair security permissions for iTunes for Windows - Apple Community with the location where you want the data saved, in case it really is a permissions issue. Personally I have a File Sharing folder inside my iTunes Media folder for all of this content. You might try temporarily disabling any anti-virus software if the first tip hasn't helped. If you still cannot get iTunes file sharing to work can you copy the data into iCloud Drive or another service like OneDrive or Dropbox?

I found that I was attempting to save the file to a Dropbox folder. When I saved outside of a Dropbox folder (the main computer drive), it worked just fine!

Thanks for that nugget. Not something I'd have thought of, but iTunes doesn't play nicely with cloud storage systems so not an entire surprise.
