Noise app won’t stop listening after disabling it

Noise app kept measuring my surroundings for loud sounds after I turned environmental sound measuring off again after using it for a certain amount of time.

The noise app said that it no longer had access to my microphone but the health app on my iphone showed new environmental sound measurements in the hours after I turned off the noise measuring feature. Yes I did check every possible setting on my phone ( ios 16.2 ) and on my watch ( os 9.2 ) all of them were disabled
