How do I keep photos in the cloud but delete from phone to free up phone storage?

You cannot. iCloud is not an off device storage solution. It's a syncing service. Items on iCloud must also exist on your device. If you delete something from the phone, it will also get deleted from iCloud.
You can reduce the amount of storage Photos take up, by turning oil the "Optimize iPhone Storage" option in Settings ➜ Photos. It will reduce the file size and quality of images on your device so they use less space. The Original full size and quality versions will remain in iCloud and can be downloaded on-demand to the device.
