UTU7000_KA,
Not all TVs that are AirPlay-enabled can be added as a HomeKit accessory. I believe Samsung TVs are among those exceptions.
Matter-compatible devices need to connect to a home hub that is also Matter-compatible. For HomeKit, that means iPadOS 16.1 or later for iPad, tvOS 16.1 or later for the Apple TV box, iOS 16.1 for HomePod/HomePod mini speakers.
There are other solutions through third party bridges (e.g. Hoobs, Homebridge):
e.g. https://youtu.be/dRv5RBsefX8
but Matter is the more sophisticated solution when the accessory also supports Matter.
