What is the difference between Factory Reset and Hard Reset on iPad? Would it make a difference when changing Iclouds and Apple IDs? I cannot merge the iClouds.

You’ve mentioned how you’re attempting to do something. It would be much easier to help if you told us what you’re trying to do.
I will take a guess. Perhaps you’re trying to give / sell an iPad to someone else.
When you mention “merge the iClouds”, each person, regardless of age, needs her/his own, unique Apple ID.
An iPad should be thoroughly cleansed as follows before changing owner.

There are many terms you use that I can’t understand. Here are some.
After an IOS update, my Apps stopped swiping. We Factory Reset several times and even went with AppleCare Refurbished. No luck. It carries over through my iCloud/Apple ID. Got a new IPad Pro a new Apple ID and the Store-had me sign out of iPhone and sign into iPhone with new ID to bring all data over. Lo and behold, same problem. Apps stopped swiping with new iPad and new Apple ID. Merged the iClouds.
This is what Apple tells you. Please reread what I wrote. I had a brand new iPad Pro with a brand new Apple ID. We were airdropping photos from one ID to the new one. The tech said to sign out of my old Apple ID from iPhone 12 and sign into new Apple ID. Well, in fact it brought everything over. Contacts, photos and Apps. How is that possible if it didn’t “merge” it. All my Apps came over with little clouds next to them.

Trying to close background Apps. They never “Factory Reset” the iPhone 12. I just signed out and signed in with new Apple ID. All my data stayed in my iPhone, with the sign into new Apple ID. It brought over all my Apps, Photos and Contacts. No documents or notes. (All were airdropped)
My iPhone 12 Mini always worked perfectly. My brand new iPad Pro with new Apple ID now has the same swiping problem my old iPad Pro does. How would this happen if it didn’t merge?
Apple care is saying it was from “airdropping” bad personal data. However the issue of unable to swipe after a basic shut down would happen within 2-14 days. This time we factory reset new iPad a few days later, as it initially stopped swiping, Factory Reset it with all my personal data, (airdropped) and brought Apps over one at a time. After 2 months, without problems, Finally brought the last 6 Apps over and a few days later..Apps stopped swiping closed. Meaning I would bring up all Apps and swipe closed.
