Your billing address format has to confirm to the address format for the store's country you are using. In other words if you have a card billed to you in Ulan Bator you may find it difficult to fit the format used by the USA store. the same goes for the telephone number. While Apple does not outright say anywhere that you must use a USA card, the practicalities are such that the billing address for your payment method has to match the billing address for your Apple ID.
