markup tool does not work on preview

Using v12.2.1 Monterrey on my MacBook Pro.

Markup will not work on a PDF in Preview.

The pdf was created using CamScanner. When I attempt to highlight a section, the entire page gets "selected" . Is there a fix to this?

MacBook Pro 13″, macOS 12.2

We understand that you're unable to edit your PDF in Preview on your Mac.


Does this happen with all PDF documents or just this one?


This resource can help if you're unable to select or copy text within a PDF in Preview: If you can’t select or copy text in a PDF in Preview on Mac - Apple Support

  1. "In the Preview app  on your Mac, go to the PDF page you want to change.
  2. Check the following:
    • The Text Selection tool may not be selected: Choose Tools > Text Selection, or click the Show Markup Toolbar button , then click the Text Selection button .
    • The PDF may require a password before you can select or copy text: Choose Tools > Show Inspector, click the Encryption Inspector button , then enter the password.
    • The text might be an image instead of actual text: You can’t select the text in this case."
