Is this a Used Device?
If this is a used Mac, then you will not be able to log in, until the person currently logged in, log out of iCloud on it. This is the site they should have used, prior to selling it to you: What to do Before you Sell, Give Away, or Trade In your Mac - Apple Support. The seller should have known better.
