is iOS 12 safe in 2023?

I have an iPhone 6s Plus that won’t update any further than iOS 12.5. Is it still safe to use, and is there any risk of getting hacked?

Is IOS 17.0 safe to install on iPhone 11? I was sent iOS 16.2.1 as a security update yet I was also sent iOS 17.0 as an alternative option.
