How do you disable a certain swipe down feature? (IOS 15 & 16)

I’d like to disable a feature that happens when you swipe down at the bottom of the phone’s screen. It halves the app and shows you the home screen (or maybe something else, I don’t really know how it works).

i’ve disabled it before, so it’s definitely possible, but I can’t remember how.

Based on your screenshot, it appears you're asking about Reachability. You can turn it off in Settings>Accessibility>Touch>Reachability>Off.
