Ventura 13.1 update

After software update to Ventura 13.1 I am unable to open or reinstall an app that worked fine before. Can anyone please help, why this is happening?

You assign full disk access to the app by going to the System/Preivacy & Security/Full Disk Access settings pane.

Click on the "+" button at the bottom of the right hand pane and select Family Tree Builder from the Applications folder.

the app is : https://www.myheritage.com/family-tree-builder
once downloaded, verified it cannot be opened . Msg says it encountered a problem and needs to shut down.
i tried multiple times, deleting and reinstalling the app without success. Before the update I had it on my Mac and it worked fine.

If in doubt I would refer to the developers website:
