Bug Report: Cannot Turn off Shortcut Notfications in iOS 16

Changing out custom app icons is growing in popularity, but the update from iOS 15 to iOS16 has broken the ability to turn off shortcut notifications. Turning off Shortcut notifications in Screen time no longer works. Turning off notifications by running a personal automation no longer works. No matter what I've tried, the notification banner drops down from the top with a checkmark to let me know the shortcut just ran.

Apple please fix this. Or perhaps you're hoping people stop using the shortcuts app?
