My iPhone was stolen during the delivery process

Report it to Apple and the mail carrier. Can't be tracked since it was stolen before you could set up find my with your account.

Then report from where you bought the device from, contact the shipping company owner/manager.

You need to contact the shipping carrier as well not just Apple.
