Unable to collaborate comes up before even selecting the person to share with in the notes app

Thanks for reaching out to the Apple Support Communities. To get started, have you gone through all the steps listed in the 'Related Article' If you can't share or collaborate on notes with your iPhone, iPad, or iPod touch, that was shared on this thread?

If so, do you have iCloud Drive enabled in Settings > [Your Name] > iCloud? If not, try turning this setting on, and send the share invitation again.

If still having issues after turning on iCloud Drive, or if iCloud Drive is already enabled, the next best option would be to reach out to Apple Support directly from this link here: Get Support - Apple
