I have a problem with bookmarks in Safari on iPhone (iOS 16.2). Safari shows only two rows(see screenshot) of bookmarks (synced with iCloud). It used to be all bookmarks on starting page. How can I change that?

It looks like you have your Favorites showing in Safari on your Start Page.
It's expected you would only see two rows of Favorites. You can customize what else is on the Start Page following the steps here:
Customize your Safari settings on iPhone
That should help you change the appearance of your Start Page.
