Is support.Apple.Com/iPhone/restore a legitimate Apple site? I phone 12 is asking me to plug into a laptop and go to this site?

It is a legitimate Apple site. You can go there directly on your laptop by clicking the following: If you see the Restore screen on your iPhone, iPad, or iPod touch - Apple Support

It has instructions that may help get your phone running again.
