Merging two partitions on external hard drive

I have read solutions to this problem, but nothing seems to work. I want to format the entire disk, but it shows up as two separate disks in Disk Utility. Apparently, the drive has no name and/or isn't recognized as a single entity/physical drive. How do I get DU to see it as an external drive with 2 partitions rather than 2 separate drives?

Did you set "View > Show all devices" in Disk Utility and then erase the whole device (not just volumes under it) as APFS (SSD) or Mac OS Extended, Journaled (HDD)?
