I want to empty my apple balance

I want to change my country or region

because of the apple balance im not able to change it so please empty my apple balance and turn it into 0.

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, use this link to ask the iTunes Store staff to zero it.
