Recently my mom was in her Facebook settings and saw that it read a MacBook was logged in, in the same city she lives in. She uses an Ipad, does Facebook consider an Ipad to be a MacBook?

Perhaps your Mom has signed-in to FaceBook from her iPad - using Safari?
Some websites misidentify your iOS/iPadOS Safari User Agent when used in one of its browsing modes - of which their are two - these being Desktop and Mobile. When using iPadOS Safari in Desktop mode, the Browser User Agent will identify itself as a computer running macOS. You check this for yourself here:

It’s easy to switch between modes. From the desired web-page, touch the aA icon at the left of the Address Bar; this will reveal a menu. From the menu select Website Settings, then select (or deselect) Request Desktop Website, then tap Done. Now refresh the webpage.
Repeating the test in Mobile browsing mode (i.e., Desktop browsing mode has been disabled):
You will notice that the iPad is not now identified as running macOS (Catalina).
The currently chosen chosen browser setting will be saved for the selected website - and can be simply reversed if needed.
