If you have a phone that has been completely paid off, you can get in touch with your old provider and request that they unlock it so you can use it on any carrier. If it hasn't been completely paid off, or if you aren't the original holder of the account that it was on when it was purchased through them, they are not going to unlock it. Once you get the request to go through you should be able to go to Settings > About and scroll down and look for Carrier Lock and it will tell you if it is unlocked or locked.
Who or what is “Boyd”?
Only the carrier to which the phone is locked can unlock it. Depending on the country you’re in, they may or may not be legally required to unlock it.

Bring Your Own Device?
Yeah, I'm confused too.
Thanks! That makes sense. And, in that context, my answer is still applicable.
