How to get my iPad out of unavailable and wipe or reset it so I can use my new iCloud to set it up as new iPad 9th generation with home button. ???

Click here and follow the instructions. Restoring the iPad requires plugging it into a computer with iTunes installed, or a Mac running Catalina or newer.
If there's an option to erase it, you can use that instead.
