My Mac won't allow me to accept the new iCloud terms and conditions

Right after I accept the new terms and conditions, it just cycles back and the on screen prompt appears again. I have been able to access my iCloud drive but this verification issue has been ongoing for over a week. Using Ventura 13.1.

Thanks.

Mac mini, macOS 13.1

For me the issue was due to "Private Relay".

Private Relay under iCloud was stuck trying to work.

I had to turn off wifi and disconnect ethernet. Then reboot...

I could then and ONLY then with no networking on... Disable Private Relay.

Then I could reboot accept all terms and conditions and everything was fine.

Same issue here. It also is very slow popping up the terms on my end. I am assuming it is a cloud problem.

In the past this has happend before on other versions prior to ventura and people said you logout and back in again. However my system will not fully sign out because it never hits the point where it asks you to provide you icloud password (the last step in singing out.)
