Apple ID Recovery Process

My mom forgot her Apple ID password and went through a 14 day recovery process. When she logged into iforgot.apple.com, at the end of the 14 day process, it said it had sent a link to her phone. She didn't get a link. I called Apple Support and instead of telling us we only needed to wait a couple more hours, she put us back into recovery mode. THEN, a couple hours later my mom got the link that said she had until Jan. 31st to log in and reset her password. She clicked the link and it took us to the page that said her phone is in recovery. I spoke with an Apple supervisor that said the lady should have advised us to wait a couple hours. They said it usually doesn't show up on your trusted device for several more hours after it says it's been sent. Now, we have to wait another 14 days. I hoped since they had already approved a recovery that the second time it wouldn't take quite as long. My mom has to turn her phone in for a trade-in within 30 days, and it will be 31 days when this second recovery process is finished. She is losing $800 due to the incorrect information given to her by an Apple Support person. I'm an so frustrated with Apple. My mom is on a fixed income and really needed that $800. Is there anything we can do about this. It's very unfair that we were within hours of being in and then got messed up by someone that's supposed to be able to help.
