Where is this and how does one change it once one has found it? There is no search in settings that brings anything up under “Video Playback Settings”

To start, you'll want to add more detail to your post. What is "Video Playback Settings"? Where are you playing videos and what are you trying to change in them? Are you playing videos in the Camera/Photos application? Are you in the TV application? Etc.
Details like these will help give the community a better idea of what you're trying to do so members can provide more relevant responses.
