macOS catalina 15.0

I can't upgrade to Catalina without getting 15.0 installed. Where is there an available link for the installer? Is this tedious? I have downloaded both 15.3 and 15.1 but neither will install because "requires 15.0"

I am sure 15.0 will solve all my worries. Where is the download available?
