itunes cant connect with activation server

trying to activate iphone 4, i keep getting a message when starting phone up that reads something like "We cant activate your iphone, apple can't connect with apple activation server at this moment. try connecting to itunes and activate or try again in a couple in a couple of minutes". I dont have the password for email
