In the support article that led you here, see the sections:
"Turn the Driving Focus on or off" and/or "Turn on the Driving Focus automatically" (to select the Manually option).
When done, restart your iPhone.

I have this same issue. I don't have a "Driving" choice when I go into Settings under "Focus" because I never set it up. Yet, it activates when I'm driving. Per the other reply, the article that led me here is for phones where "Driving" is set up as a "Focus". I don't have it set up. It's not even listed under my "Focus" options.
