Full Disk Access list empty on restart/boot in Ventura about half the time

Any idea why I start seeing requests for Full Disk Access from lots of my login items sometimes when I restart my MacBookPro on Ventura 13.1? I go to System Settings > Privacy and Security > Fill Disk Access and the entire list is empty. I am unable to add any programs to the list at this point. If I reboot I usually don't get any of the requests and the Full Disk Access list is populated with the 30+ programs that have requested access.


Anyone else experiencing these symptoms? Anyone have a suggestion of how to get things stable?
