iTunes (program) on an iPad and music files on an SSD card.

I want to play iTunes (located on an iPad) with songs being "streamed" from an external SSD card. I have a 3rd gen iPad Pro and want to stream music located on an external SSD card without any kind of file transfer to the iPad. Does that work?

No. The iTunes app on an iPad is used to browse the iTunes Store and make purchases. The Music app is used to play music, but only works with content in the Music library, stored locally or accessed in the cloud. Third party media players, such as VLC, may be able to play media from a connected storage device without needing to copy it to the iPad's storage.
