Whats the difference between iTunes match and iCloud storage? Is Apple double dipping for iCloud storage fees?

iTunes Match works by matching songs you already have to those in the iTunes Store(which doesn't take up iCloud storage space) and uploading other songs(which does).
iCloud storage upgrades provide more room to store the uploaded tracks and other files.
