First, ensure that you have updated your iPad to the most recent version of iPadOS. Depending upon your iPad model, this will be iPadOS 15.7.2 or iPadOS 16.2.

To crop an image saved in you Photo Library, open the image.

Towards top-right of the window, tap the Edit button; the image adjustment page will become active, with adjustment tools to the left and right of the now framed image. Note that the corners and edges of this frame are completely devoid of any drag handles.

On the left of the framed image are three buttons - the bottom of the three buttons is the rotation and cropping tool. Tap this button. When this button is active (a yellow dot appears adjacent to the active editing tool), you will see very fine drag handles have appeared at the centre of the frame edges - and at the corners. Drag these handles, as necessary, to crop the image. When you’re finished, tap Done at top-right of the window.

I would normally offer a screenshot - but you cannot screenshot the iPad screen with the image editing screen active. As such, I can only provide a written description of the required steps.
