Game Controller Settings in OS 13.1 Ventura only work with wireless (Bluetooth) controllers - Not USB

On a 2019 iMac 27" and a 13" MacBook Air M2 I have tried connecting several USB Xbox type controllers. The Game Controller option does not appear in the System Settings on either Mac. If I connect a Nimbus Bluetooth controller the option does appear. The USB controllers do show as being connected in System Report under USB Devices. The USB controllers appear to not work at all. If USB controllers no longer work how does Apple expect steering wheel controllers the are usually connected by USB to work? Is this a bug or does the USB connectivity need to be activated in some obscure way?
