Do you have “Avoid Tolls” set to ON in Settings? Double Check that setting by opening Settings ➡️ Maps ➡️ Driving (under Directions) ➡️ Tolls (under Avoid): Ensure that this switch is set to OFF.

Disable "Tolls" in "AVOID":

1. Go to: Settings
2. Tap: Maps
3. Scroll to: DIRECTIONS pane
4. Tap: Driving
5. Scroll to: AVOID pane
6. Tap: Highways
7. Tap: Tolls (so that it is greyed-out)

When that Toll Setting is ON, then the Toll roads are Avoided. Turn that Toll setting OFF as mentioned in my previous response. Thanks.
