Phone storage full, but have 2TB of iCloud

The past “answers” to this question are wrong and condescending.

Example: Why is my phone storage full when I have … - Apple Community

”Because your phone is not iCloud.”

We are all aware of this. So:

My phone storage is full. I have 2TB of iCloud (have only used 270 GB). Now:

Yes: I have my entire phone and each app going to iCloud (most notably, Photos and Messages).

Yes: my photos are “Optimized for iPhone Storage.”

Yes: I have already offloaded apps I’m not currently using (btw I only have roughly 30 apps on my phone), even though I shouldn’t have to because I pay $10/mo for TB of iCloud.

Can someone please help with what the issues is of why everything in settings is going to iCloud, yet my phone is full. I should have max storage available on my actual phone.

Thank you.
