i don’t know what issue, is it with hardware or software.

Apple should officially release a note regarding this horizontal lines on display when screen is waking up.

iOS 16.3 will fix this problem:

Fixes an issue where horizontal lines may temporarily appear while waking up iPhone 14 Pro Max

Probably released today or tomorrow.
