Is there a way set up parental controls/screen time for Apple Watch?

I have spent eight hours trying to set up an Apple Watch that has a Sim card, for a child to use without needing a phone with them.

I have spent a total of three hours on the phone with Apple, one with my cellular provider, one hour at the Genius Bar… Nobody seems to know how to fix this. I want to set up screen time, when I go onto my iPhones Apple Watch app, and select screen time, it brings me to the settings for iPad screen time and is not playing anything to the watch. Is there a way set up parental controls/screen time for a watch?

If we understand your post correctly, you're trying to set up an Apple Watch for a child and set limits on its usage. We’d like to help. Parental controls for Apple Watch are a little different than those for iPad or iPhone.

If you haven't already:

Set up Family Sharing: Set up Family Sharing
Make sure that your child has their own Apple ID: Create an Apple ID for your child

Then:

Follow the steps here to set up your child's Apple Watch: Set up Apple Watch for a family member
From that point you can set up Schooltime to limit usage of the Apple Watch. This guide will show you the available options and how to manage them: Use Schooltime on Apple Watch
