Hello! I want to change my region, but have some money on my Apple ID balance. It’s less than some song or game, I want to reset my balance. How can I do it?

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, use this link to ask the iTunes Store staff to zero it.
