Data is not working when moving in /out from No-network/Low -Network to full network

I am facing issue on data is not working when moving in/out from No-network/Low -Network to full network..

On 15.6. IOS and iPhone 7 .. i was thinking this will be a network issue and ignoring

however i am seeing the same issue on iPhone 14 pro max....
