I'd like a profile in Apple Configurator that runs from 8am to 4pm on some days and can only open certain apps during those hours. ON IPAD

You'll need to get an MDM platform first. Some popular options are Mosyle, Jamf, Kandji, JumpCloud, and Apple Business Essentials. You'll need to speak to them to see if their platform supports what you are wanting to accomplish. Not all platforms are available in all regions, and pricing may vary by region.
