Follow the steps in this article to help resolve this issue: Even though the error number is different, the steps in this article can resolve the issue you're currently having:

If you see error 9, 4005, 4013, or 4014 when you restore your iPhone, iPad, or iPod touch - Apple Support


Try these steps:
1. Make sure that your Mac has the latest version of macOS or the latest version of iTunes.
2. Force your device to restart:
iPad models without a Home button: Press and quickly release the volume button closest to the top button. Press and quickly release the volume button farthest from the top button. Press and hold the top button until the device restarts. If you're not sure, see which buttons you need to press to restart your iPad.
iPhone 8 or later: Press and quickly release the volume up button. Press and quickly release the volume down button. Press and hold the side button until you see the Apple logo.
iPhone 7, iPhone 7 Plus, and iPod touch (7th generation): Press and hold both the side (or top) button and the volume down button until you see the Apple logo. 
iPad models with a Home button, iPhone 6s or earlier, and iPod touch (6th generation) or earlier: Press and hold both the side (or top) button and the Home button until you see the Apple logo.
3. Connect your device to your computer using a USB cable. Locate your device on your computer.
4. When you see the option to update or restore, click Update — not Restore — to reinstall the software and keep your personal data.

If the issue persists, follow the additional steps at the bottom of the article provided.

Hello bsdevani,


If you did indeed select "Update", but the iPhone was restored instead, that would mean that there was an issue with your iPhone's software that wasn't able to be resolved by an update.


The next step is to restore from your backup: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support


If you find that you are having issues after the backup restore, you may have an issue with the data included in your backup. In this case, you'll want to restore your iPhone again, and set up as new instead.

Sign back into your Apple ID and select for iCloud to sync information, which you previously had selected. Here's how:

1. Select Settings

2. Tap on your name

3. Tap on iCloud

4. Enable the items such as Photos or Contacts, that were previously synced with iCloud

5. Plug your iPhone into power and connect to Wi-Fi, so those items can sync. It may take awhile, depending on how much data needs to be synced.

Apple does offer more iCloud storage with their iCloud+ plans:

iCloud+ plans and pricing - Apple Support


If you prefer not to use iCloud, you can turn it off at Settings > Tap your name > iCloud, and then back up your iPhone with a Mac or PC.

How to back up your iPhone, iPad, and iPod touch - Apple Support


iCloud does need to be turned off, as items which sync to iCloud are not included in a backup.
