LockDown Mode

Why would you use LockDown Mode? What are/is the specific criteria for the LockDown Mode to take place? I have been obscurely hacked I believe via “family” usage, via Cloud usage, “Remote Desk” usage, Book Usage. . .I only use just a few Apps but yet there is usage on MANY apps that I have NEVER activated AND there are down loaded Apps that I have never down loaded and are NOT on my IPAD? When I bring it to an Apple Specialist/Representative they fluff it off and reassure me that the IPAD is the MOST SECURE DEVICE EVER!??? I just don not know. . . .

Examples of folks who might need this are government agents performing sensitive tasks.
