My shift keys on magic keyboard (brand new) don't match what's being typed

For instance, shift+2 does not give me "@". it just gives me a quotation mark. Literally all the shift+number keys give me a different character than what is on the keypad.

Ensure that your physical keyboard matches the selected keyboard layout configured in iPad settings:

Sounds like you have the Spanish mapping active by mistake. If you have spanish in your settings > general > keyboard > keyboards, remove it, and make sure your hardware mapping for English, as mentioned by Lotus Pilot, is set to US or ABC and not "automatic" or something else.
