“Update Shipping Address” Apple Pay Error

Since I have updated to iOS 16 on my iPhone and iPad, and upgraded to MacOS Ventura, my Apple Pay on all websites has stopped working. It pulls up the validation modal and all the information is correct, however, I get an error with the shipping address.

I have attempted to update the address in line and via the wallet settings. Nothing seems to work and I get the same error on all device - even though nothing has changed in 3 years.

All with the most recent version of OS

Apple Pay seems to have no issue with POS terminals or physical tap to pay.
