The content of the local iTunes Store for movies is based on the country as set for your Apple ID account. If your Apple ID account is set for France, then you only get access to the French iTunes Store with mainly French content. If your Apple ID account is set for Belgium or The Netherlands, then you get access to the Belgian or Dutch iTunes Store, with language support for those regions.
The content would stream with the default language settings as set for the playback device, if the content supports that (has those language streams included).
You can change the subtitles or audio language if the content supports that (has those language streams included).
