I have just upgraded my iPhone XR to iOS 16.2. I am able to send messages but cannot receive them. I need an access code so iMessage is not relevant. I received access codes 3 days ago before I did the upgrade.

You may not have an SMS plan enabled by your carrier for the SIM/eSIM that you use on your device. Apple Inc does not provide SMS services.
I received messages 4 days ago using the same SIM card. It was only after I upgraded to iOS 16.2 that I stopped receiving messages - I am able to send messages.
